There are some excellent websites covering Human-Computer Interaction
and web design.
One of my favourites is www.asktog.com,
authored by Bruce Tognazzini.
Another favourite is www.useit.com,
authored by Jakob Neilsen.
This is aimed much more at web design,
but also contains articles about desktop GUI design.
Neilsen is a big fan of usability testing,
but when testing is unfeasable he recommends a list of design heuristics.

Isys Information Architects www.iarchitect.com
have the excellent "Hall of Fame" and "Hall of Shame".
These praise/criticise mainly Windows software,
but they are well worth a look.
Alan Cooper (who wrote "About Face") is also in the Microsoft corner.
